This 10-cent stamp was issued on June 6, 1974, to commemorate the 100th anniversary of the Universal Postal Union. The artwork is a portrait of Don Antonio Noriega, the General Treasurer under King Charles IV of Spain, painted in 1801 by the renowned Spanish court artist Francisco de Goya.
