WWI Era with a "C-clasp" with a T-bar hinge which typically indicates a late 19th century to early 20th century origin. The pin is thicker than what you see made today in order to go through the thicker materials of the time.
Military collar pins are small insignia worn on the collars of military uniforms to denote rank, unit, or branch of service.
The 46th Infantry Division was initially headquartered in Lansing, Michigan. Many of its units had previously been part of the 32nd Infantry Division. The division was converted to the Reorganization Objective Army Division (ROAD) structure in March 1963.
